It can be obtained from exotic engrams drops from enemies and Public Events, by completing Weekly Milestones such as Flashpoints, Shaxx’s Call to Arms, Nightfall Strikes, and Clan XP Rewards, or by collecting tokens to level up vendors. If you are lucky, you’ll get it as a reward for doing one of these things.
