No, it can’t. Regenerating a planeswalker will only save it from direct destruction at the hands of something like Hero’s Downfall. When state-based actions are checked, a planeswalker with no loyalty counters on it is put into its owner’s graveyard. This isn’t destruction and can’t be replaced by regeneration.
