How long should your steerer tube be?
Your steerer tube needs to be long enough to account for your headtube length, plus the stack height of your headset, plust the height of your stem clamp, plus any spacers you plan on using, minus about 3mm. Putting spacers below the stem is optional. They allow you to raise the stem a little.
Can you extend a steerer tube?
Yes it can work – but theres a couple of points to note. However, a threaded steerer would be locked into the headset so the strain of keeping the fork attached would not be taken by the quill.

The headtube is a relatively large outside diameter, approximately 50mm, and cups allow the bearings to sit flush or even inside the headtube. The headset bearings sit “internally” to the top and bottom of the headtube.

Unless they’ve change something recently, you’ll have to buy a new steerer/crown/stanchoin assembly. The assembly method used with RS forks produces damage to the crown when the old steerer is pressed out, which leads to an unsafe condition when a new steerer is pressed in.

Before cutting anything, unless you have a special stem that says not to put spacers above it (these are few and far between, the “exceptions to the rule”) you should lower your stem and ride like that for a week or two.
